Germany's highest court has ruled that the participation of German troops in reconnaissance flights over Turkey in the 2003 Iraq war was unconstitutional.
The decision will strengthen the decision-making role of German parliament over sending troops abroad. The court said the deployment of German crews to man the aircraft should have had prior approval by the German Bundestag. The ruling came in response to an application by the minority opposition party the FDP. The Social Democrat-led government at the time said the mission was purely defensive and therefore did not need to be passed in the Bundestag.
