09.05.2008 - Czech opposition CSSD wants to test clerks for bribery

Benesova and the party leadership today presented an integrity test a part of which are ten commandments of the struggle against corruption. Benesova, former supreme state attorney, said the test would not rest in direct provocation, but it would rather create an environment in which the clerk himself would ask for a bribe. "He who is used to taking, will ask for it," Benesova said. The aim of the test would be to expose public administration employees who are ready to take a bribe and to prevent them from working in the public sector. In the future, lobbyists should be registered and their activities would be regulated. Benesova said the CSSD reacts to cases where lobbyists largely interfere in politics. She said this happened, for example, during the February presidential election and when the Chamber of Deputies was discussing the possible abrogation of tax reliefs for firms that buy meal tickets for their employees. Another step towards limiting corruption would be a black list of persons and firms that have been convicted of corrupt behaviour, if the sentence was valid. These people and firms would no longer be able to seek state orders. The CSSD also proposes a special government institution to be established. Its exclusive task would be to fight corruption and itwould be headed by the prime minister. The CSSD also proposes the "renaissance of the judiciary" that is also often accused of corruption. Benesova said judges often behave so that they give the public a reason to suspect them of corruption. "If they do not know how to behave themselves, we must teach it to them," Benesova said. She gave as an example the presence of Supreme Court deputy chairman Pavel Kucera at Prague Castle during the presidential election in February.
