Burma's military junta has held a controversial referendum on a proposed constitution in spite of calls by the international community to postpone it and concentrate on delivering aid to an estimated two million victims of last Saturday's cyclone.
Critics say the military-backed constitution will only cement the junta's hold on power. It is thought over 60,000 people were killed when cyclone Nargis slammed into the Irrawaddy Delta region in the country's south. UN Secretary-General Ban Ki-moon warned that hundreds of thousands more lives are at risk because the military government continues to hamper international aid efforts. Scores of relief experts, accustomed to entering a disaster zone within 48 hours, are still in Bangkok, Thailand awaiting visas.
