The European Union has urged Burma's military junta to give international humanitarian experts unlimited access to victims of Cyclone Nargis.
EU development ministers in Brussels however stopped short of asking the world to deliver aid without Burma's consent, despite calls from Germany, France and Britain to act without the regime's approval. The United Nations said an air or sea corridor be opened to channel relief to an estimated 1.5 million survivors who are threatened with hunger and disease. The UN's humanitarian agency said there was a risk of a second catastrophe unless a massive operation began soon.
