14.05.2008 - Radar treaty to give Czechs preferential protection

Under the agreement, the Czech Republic would be able to take part in the development of the plans such as programmed instructions to use the system of anti-missile protection in Europe, the Czech Foreign Ministry told.

"We found out during our negotiations that it is not important who pushes the button, but how is the system programmed," Veronika Kuchynova Smigolova, head of the ministry security department, said.

The treaty on the construction of the radar is yet to be ratified by the parliament.

The plans for the event of possible missile attacks will be worked out in advance for various situations and Czechs will participate in their development.

Kuchynova Smigolova said the U.S. radar base on Czech soil and the silo with ten anti-missiles in Poland would primarily protect Europe and for the United States it would be secondary as the USA has other facilities on its soil.

The United States has explicitly promised to protect and defend the Czech Republic from a possible missile attack, which is an exceptional bilateral security guarantee, the Foreign Ministry said.

The USA pledged to work towards the removal of a possible future terrorist threat in the Czech Republic, either against the radar or against another target, such as the Prague seat of the Radio Free Europe/Radio Liberty.

The Czech government has been negotiating with the United States on the radar base since last year. The talks on the main bilateral treaty on the radar conditions have been completed, while the negotiations on the other (SOFA) treaty continue.

However, both bilateral treaties on the radar base must be approved by Czech parliament.

Most Czechs as well as the leftist opposition oppose the stationing of the base in their country.
