Health workers reject pay offer ... the July 1 transfer, French President Nicolas Sarkozy called for profound changes in building Europe. Sarkozy said "errors in the way that Europe had been built" were creating a rising lack of confidence in EU institutions. Sarkozy takes over the presidency as the Union battles to save the Lisbon Treaty, which replaced the draft EU constitution. French and Dutch voters rejected the document in 2005. France defined the priorities of its EU leadership as immigration, defence, energy and the environment, and agriculture.
