Secretary of State Condoleezza Rice is to sign the main treaty in Prague next Tuesday. Washington previously offered Moscow the possibility of checks at the bases in the Czech Republic and Poland and framework cooperation in anti-missile defence in an effort to weaken Russian objections to the shield. Fedotov said today, however, that Moscow is interested in permanent presence of Russian inspectors at the bases, but that it can see no progress in this respect. Neither the Czech Republic nor Poland have, however, agreed with this. Fedotov said the United States should discuss the issue with the Czechs and later also with Poles, and that Russians have discussed the matter with neither country. He said security issues should be discussed and decided in cooperation with the international community. "All face global threats and challenges, therefore we should bear in mind that security is inseparable," he said. Fedotov said the construction of elements of the anti-missile shield in central Europe could create a sort of dividing line between NATO members and the other states. Fedotov dismissed the U.S. claim that the shield would serve as a protection against attacks by Iran or North Korea. "Real threats, and we know this also from the assessments of the U.S. secret services, do not exit. We could discuss hypothetic threats pretty long," he said. Reacting to the U.S. proposal to Russia to cooperate on a joint project in which they would jointly evaluate threats and work out a system of reaction, Fedotov said it would have to be a project of international cooperation. He said any other country would have to be able to join because in the opposite case, real security could not be ensured.
