British Prime Minister Gordon Brown said the leaders of the world's group of eight industrialised nations had agreed to fresh measures against President Robert Mugabe's regime. Earlier, G8 leaders released a communiqué which backed halving greenhouse gas emissions by the middle of the century, without providing any numerical targets. The European Union welcomed the statement but it was heavily criticised by environmental groups. The World Wide Fund for Nature called the document "pathetic" and said rich nations were ducking their responsibility.
