His coalition government also includes the Christian Democrats (KDU-CSL). It was appointed in January 2007, taking over from his short-lived ODS-minority government he formed after complex negotiations that followed the June 2006 general election right-left draw. Topolanek said he agrees with Liska's dealing with the pay issue as well as the negotiating with the European Commission on the Research and Development for Innovation operation programme over which his predecessor Dana Kuchtova (SZ) resigned last autumn. Liska will complete the technical negotiations on the programme in Brussels on Tuesday. Liska, 31, assumed the post only last December, on the day of teachers strike for higher pay. Topolanek reminded that after debates with trade unions Liska pushed through in the government an increase in teachers's pay and got an additional 500 million crowns for them for this year. He is to get another four billion crowns for next year. "The government nodded to the increase also because he (Liska) decided not to divide the money across-the-board, but according to performance, and not to all employees, but only to teachers. It is a courageous and reasonable stand," Topolanek said. He said Liska has his full support also in other steps he is pushing through at the ministry. Topolanek also reminded that Liska is preparing changes at universities and that he has submitted for discussion a White Paper on tertiary education. (USD1=14.850 crowns)
