The competition was won last year by Czech-born British architect Jan Kaplicky with his modern design dubbed "blob" or "octopus" that some praise while others reject. Koblihova said the UOHS will probably recommend that the original tender be abolished. It was the UOHS that asked the EC for its stand.

It always rejected complaints against the tender not having been in harmony with law, saying an architectonic tender on a design need not abide by the law on public orders. According to information carried by Euro online server, however, the EC has decided that the rules of neither UNESCO nor the International Union of Architects (UIA) are the rules of an international organisation that could replace the procedure according to valid legal regulations. Koblihova said, however, the UOHS cannot abolish the architectonic tender under the respective law, and it will only make a recommendation for the time being. "We can do nothing more at the moment. But if the library did not abolish the original tender and declared further tenders on the basis of the results, then we would act," Koblihova said.
