The means are to be spent on activities aimed to reduce greenhouse emissions.
The Czech Republic will not use all carbon credits allocated to it due to the marked decrease in emissions in the 1990s.
It negotiates about the sale of the credits on the basis of the Kyoto Protocol rules with some countries, including Japan.
The money gained this way could be spent on the external warming up of houses and replacement of old coal-burning boilers.
Environment Minister and Green Party head Martin Bursik said previously the Czech Republic could get 20 billion to 30 billion crowns for the credits.

Klaus also signed today an amendment to the law on courts that tightens punishments for judges for disciplinary misdemeanours and extends the powers of the head of state.
The president will also appoint the chairpersons of the supreme and regional courts as from now.
Courts previously criticised the amendment saying it strengthens political influence over court power.
