Speaking at the White House, Bush said Moscow's military action had damaged its world standing and endangered ties with the United States and Europe. France's foreign minister Bernard Kouchner has appealed to Moscow to sign a ceasefire agreement proposed by European envoys. France's president Nicholas Sarkozy will visit Russia and Georgia on Tuesday.
