He said the Russians would be more likely to accept a mission of European monitors. Kouchner also stressed that nothing would happen without a United Nations Security Council resolution. The meeting comes a day after France brokered a cease-fire to end several days of fighting between Russian and Georgian forces, which began when Tbilisi moved to crush separatists in South Ossetia. Meanwhile, German Chancellor Angela Merkel's office has announced that she plans to travel to the Georgian capital next week.
