European Union foreign ministers have expressed broad support for a plan to send observers to monitor a truce in Georgia.
Foreign Minister Bernard Kouchner of France, which holds the EU presidency, made the announcement following an emergency meeting in Brussels. Kouchner also stressed that the monitors would be sent only if and when they were backed up by a United Nations Security Council resolution. The meeting comes a day after France brokered the cease-fire to end several days of fighting between Russian and Georgian forces, which began when Tbilisi moved to crush separatists in South Ossetia.
