Global Media Forum continues ... President Mikheil Saakashvili in Tblisi. Rice emphasised that the French-brokered deal signed by Saakashvili was only a short-term mechanism aimed at returning security to the region and did not resolve the territorial disputes that led to the Ossetia war. She added that the agreement called for the installation of an international peacekeeping force, most likely starting with "monitors" from the Organization of Security and Cooperation in Europe (OSCE). Rice also used her speech to warn Moscow that Russia's invasion would have profound implications for relations with the West.
