Russian President Dmitri Medvedev has signed a six-point European plan to defuse the crisis in the Caucasus.
Georgian President Mikhail Saakashvili signed the accord on Friday. But, Russian troops are digging in close to the Georgian capital, Tbilisi, despite the French-brokered ceasefire, and show no sign of pulling out more than a week after invading Georgia. According to eyewitnesses in the western Georgian town of Poti, Russian troops have also carried off equipment from the town's harbor and air field. Russia, however, has denied reports that it has blown up a key railroad bridge west of the capital.
