Western leaders have denounced Russia's recognition of the independence of two rebel Georgian regions.
US Secretary of State Condoleezza Rice said President Dimitry Medvedev's decision was "extremely unfortunate." French officials say their country, which currently holds the European Union presidency, is pushing for the EU to condemn the move.
