The competition was won by a controversial design, dubbed "blob," by Jan Kaplicky in spring 2007, but other participants protested that Kaplicky violated the conditions of the competition. After lengthy and complicated disputes, the European Commission stated that the competition was not in accordance with law.
The EC verdict was released three weeks ago. Topolanek said it was the Prague City Hall rather than the Culture Ministry that caused the possible problems related to the case of the new library building. He indicated that money for the construction of a new building will be available in the state budget in future. Both Topolanek and Jehlicka previously said there was no money in the budget to cover the construction costs. Jehlicka dismissed the view of NK director Vlastimil Jezek that the ministry as the organiser of the competition may face an arbitration if the competition is cancelled.
