German Environment Minister Sigmar Gabriel says the disclosures could upset plans to establish a permanent site in Germany for nuclear waste. Under former chancellor Gerhard Schöder, the Social Democrats, including Gabriel, decided to phase out all of Germany's nuclear reactors by 2021. In the current grand coalition government Chancellor Angela Merkel's Christian Democrats favour keeping the reactors running longer.
