EU leaders grapple with Lisbon Treaty after Irish rejection ... is heading to Moscow for talks with the Russian President Dmitry Medvedev about the crisis in Georgia.
He is joined by the European Union foreign policy chief, Javier Solana, and the European Commission head, Jose Manuel Barroso. The meeting comes after Russia's conflict with Georgia over the breakaway region of South Ossetia. President Sarkozy is expected to press Russia to fully implement an EU peace plan he brokered four weeks ago to end the fighting. The West accuses Russia of leaving some troops inside Georgia when it should withdraw to pre-conflict positions. Moscow says last month's truce allowed it to station troops in buffer zones.
