The meeting comes after Russia's conflict with the former Soviet republic over the breakaway region of South Ossetia. Sarkozy was expected to press Russia to implement fully an EU peace plan that ended the fighting four weeks ago. The European leaders will then travel to the Georgian capital, Tbilisi, to meet President Mikhail Saakashvili. Moscow, which still has troops inside Georgia, has refused direct talks with Saakashvili since the conflict.
