Topolanek said, however, he is convinced that "the ODS will emerge from the gorge of death reinforced."
He added he would like discussion to be conducted on whom the party will nominate for posts.
Topolanek said Tlusty should follow Morava and leave the Chamber of Deputies.
He said their behaviour is incompatible with the deputy's mandate and that it is not possible to forgive it.
The ODS does not support such practices and does not use them, Topolanek said.
Morava announced on Monday he will give up his mandate after it was uncovered that he tried to collect compromising material about Tlusty and other deputies.
He claims he has fell victim to a provocation that just Tlusty prepared.
Tlusty, one of party rebels, had photographs compromising himself produced as a "bait" for his political enemies.
Morava later requested the photographs from journalists who acted in the case as a detective agency.
The ODS leadership called on both Morava and Tlusty to give up their mandates after the scandal was uncovered.
Unlike Morava Tlusty has refused to do so.
