Russian Foreign Minister Sergei Lavrov has ruled out allowing European Union observers into Georgia's breakaway regions of South Ossetia and Abkhazia.

Earlier, Moscow said it would deploy 7,600 troops to the separatist regions, to deter Tbilisi from trying to re-take control of them. Meanwhile, EU foreign policy co-ordinator Javier Solana has told the European Parliament that where the observers would be sent had not actually been discussed during the talks in Moscow. But he said that access to South Ossetia and Abkhazia was in the spirit of the agreement.
