was the most frequent crime committed by policemen. The largest number of crimes among policemen - 665 - was registered by the Interior Minister's Inspection in 2001. Criminal proceedings were launched against 238 policemen last year, which is 34 more than in 2006, the report says. However, according to Langer (senior ruling Civic Democrats, ODS), the increased number of crimes among policemen registered last year does not necessarily mean that the number of crimes has really grown. The reason could also be the general improvement of the Inspection work, Langer said. In the past two years, the Inspection mainly focused on organised crime among policemen. According to its director Zdenek Pelc, the methods policemen use to commit crimes are gradually changing. For instance, the number of insurance fraud cases involving traffic policemen has decreased. The police reform also stipulates changes in the Inspection status. Next year, it will be changed into the Police Inspection and its powers will be widened to include the investigation of cases concerning civilian employees. Langer said it was a good step because policemen often commit crimes in cooperation with civilian employees. In the future, the Inspection director will be appointed by the government. Later, it will turn into the General Inspection of security forces that will also investigate offences committed by members of the prison and customs services. Langer promised the committee members to submit a bill on the general inspection by October.
