The Emergency Committee of football's world governing body suspended the Ethiopia Football Federation on 29 July.
The federation was suspended due to its non-compliance with a roadmap agreed in February 2008 by Fifa, the Confederation of African Football and the EFF itself.
The roadmap was aimed at normalising things within the EFF.
In August Fifa had cancelled Ethiopia's 2010 World Cup qualifier against Morocco that was due to be played on the weekend of 5 to 7 September.
It means there are just three teams in the group, Morocco, Mauritania and Rwanda.
Rwanda top the group with nine points.
If Morocco beat Mauritania in their final group game by at least two goals, they will go through as group winners, thanks to a better goal difference.
