Cuba has conditionally accepted the resumption of formal political dialogue with the European Union.
Diplomatic sources said the establishment of formal dialogue, along with the elimination of EU sanctions, could be the first steps toward normalization of relations between the 27-member bloc and Cuba. The EU lifted diplomatic sanctions against Cuba two months ago which had been broken off after the Cuban government arrested 75 dissidents in 2003. The EU said relations would be reviewed annually based on the human rights situation in the Caribbean island.
