has said it is preparing to restore its nuclear Yongbyon plant after accusing the US of not upholding its side of an aid-for-disarmament agreement.

Under a landmark pact in 2007 between the two Koreas, the US, China, Russia and Japan, North Korea had pledged to disable its nuclear programme in exchange for diplomatic concessions and energy aid equivalent to one million tons of oil. Tensions between North Korea and the US come amid speculation that the country's leader Kim Jong Il has suffered a stroke after Kim failed to attend two public events.
